The implementation of the project ‘Strengthening of Environmental Administration and Management at Local Level” (SEAM-N) began in 2002. The project's first phase contract period ends in May 31st 2008. The second phase of the SEAM-N (2008-2011) aims to secure effective use of previous project results and to continue the establishment of local and regional environmental administration in Nepal by extending the activities to a larger area in the Eastern Development Region (EDR). The overall objective of the Project is to improve the state of the environment and to enhance environmentally sustainable rural, urban and industrial development and utilization of natural resources in the project area by: • Establishing and strengthening environmental administration, planning and management capacity of the DDCs, Municipalities and VDCs of the project area • Improving environmental services and environmental awareness in the project area • Strengthening and improving environment and health related practices and implementation in the EDR • Developing the regional environmental monitoring system • Strengthening the environmental monitoring capacity of regional and local authorities • Integrating gender, social inclusion and poverty issues into overall project planning and management.

Major project components are Environmental Administration and Management, Industrial Environmental Management, Environmental Monitoring which includes Environmental laboratory, Environmental Information Unit And Industrial Environmental Unit
